鍾愛芳雖然是一介女流，卻勇猛非常，父親鍾Sir待她如珠如寶，最好可以嫁城中首富，但是愛芳卻醉心當警察。鍾Sir十分擔心她，找了全館最厲害的第一號勇探號稱「宇宙最好打」的周子丹和鍾愛芳一起出更。二人在街上巡邏，陰差陽錯，救了正被殺手追殺的肥威，調查之下，愛芳發現肥威正是重案組警司陸志昂全力追尋之重要證人。
肥威是大毒梟天哥的會計師，有天哥的數簿，陸志昂要肥威做污點證人，以便可以將天哥繩之以法。但肥威提出奇怪要求，要警方全力保護他的女兒君君參選「夏杯青春小姐」選美，否則他絕不出庭指證黑道老大天哥；陸志昂只好答應，派愛芳參加選美，貼身保護君君。另外，又運用權力使子丹被飛虎革除，以及找出警隊臥底常客劍雄幫忙，二人一起臥底保護愛芳。鍾Sir極不放心，竟自薦加入臥底行列，裝扮成攝影師保護女兒。陸志昂找電視台總經理岑志文，向他道明來意，要他保守秘密，但要保障君君與愛芳案全。
