2002年，觀音橋派出所所長向前進和徒弟周術術在管片上捉住了一對賊，男的叫段虎，女的叫喬安娜。因為偷了一輛捷達車，段虎被判刑十二年，喬安娜被判刑八年。喬安娜被捉時有孕在身，她得生下孩子後再去服刑。喬安娜生下的孩子被向前進取名段益，意思是長大了要有益於人民。段虎喬安娜去服刑，段益在向前進家長大。終於有一天段虎和喬安娜刑滿釋放，段益已經上了小學，在警察家中長大的他明明白白像警察的後代。向前進一家忍痛把段益還給段虎和喬安娜撫養。段虎和喬安娜在向前進的監督教育下重新做人，學著給孩子當父母，學著做正當職業養家糊口。向前進一家人為了他們的生活和團圓付出了巨大的努力，在這個過程中給兩個賊當爸當媽當兄弟。最終讓段虎戒掉了不勞而獲的“心癮”，實現了向前進說的︰人心裡無賊，天下就無賊。
