北洋軍閥割據時期，某個雨夜，天城縣一兵工廠內因子彈失竊，一小女孩被迫以「俄羅斯輪盤」的方式以示清白，結果當場斃命。後來兵工廠發生連環槍殺案，但都找不到彈頭。自此兵工廠開始流傳一個詛咒──幽靈子彈出現，所有人都要死！心思慎密的新任警政官松東路（劉青雲 飾）聯同年青幹探郭追（謝霆鋒 飾），利用科學的驗證及推理手法，把詛咒的謎團一層一層慢慢的解開……
