警隊報案中心午夜接到電話：一輛前線衝鋒車被脅持。車內五位警員及裝備成為賊人談判籌碼，而衝鋒車內其中被劫持的警員，更是現任行動副處長李文彬獨子﹝彭于晏 飾﹞！當時警隊一哥外訪未返，下任處長兩大熱門：鷹派人物李文彬﹝梁家輝 飾﹞與年輕警長劉傑輝﹝郭富城 飾﹞都開始大施拳腳。李立即指揮營救，並將此次行動暗號定為「寒戰」。可是賊人對警隊一切瞭如指掌，拯救行動處處受制，眾同袍推舉劉傑輝接手行動。危急時刻，二虎相爭，劉傑輝與李的激進手法不同，他答應先交贖金，並設法令贖金留下線索。但道高一尺，魔高一丈，非但賊人被走甩，連巨額贖金也失蹤，香港陷入前所未有的危機……原來，香港被稱為「最安全的城市」的原因，只是未遇上真正的敵人！
