民國，一九一六年，袁世凱剛死，軍閥混戰，日本對中國這片土地虎視眈眈。某天，民間賣藝者集散地天橋來了一位不尋常的人——大魔術師張賢(梁朝偉飾)。他的演出引起了軍閥雷大牛(劉青雲飾)的注意。雷為博得強搶回來的七姨太柳蔭(周迅飾)歡心，帶她去看張的表演，怎料張原是柳的未婚夫。張為了從雷手中搶回柳而與南方志士合作對付雷，但卻發現並非專聞般的壞；另方面，柳對雷亦漸生好感。原來一切見不得光的勺雷全是雷身邊的劉管家從中作梗，他更勾結日本人聯合復辟﹗為了破壞劉管家的復辟大計，以及奪回柳的芳心，張決定要表演一場史無前例的戲法﹗
