東區，龍蛇混集，瘴氣污煙，由五大幫派掌管地下秩序。
區內聲色犬馬，各派各佔地盤，表面相處融和；繁榮共享，甚少磨擦。五大派領導者為：Jimmy、珈琲、木星、沙紙及文拯。各人實力本在伯仲之間，但近年Jimmy憑藉妻子張樺管理有方，業務不斷拓展，勢大財雄；一時無兩。反之文拯地盤則日見萎縮，漸漸淪為「夕陽幫派」。
對於百花齊放，歌舞昇平，警方絕非視若無睹，祇是靜待機會來臨．機會，終於來臨了．．．
某夜Jimmy相約幫中父老飯敘, 一名少年拔出手鎗，朝Jimmy狂轟. Jimmy頭號手下伍寶火速趕至, 得知Jimmy急送「私家醫院」搶救，生死未卜, 身處泰國洽談生意的張樺立即取消交易,並令伍寶立即揪出元謀,但叮囑他按兵不動, 此時幫中二佬極力主戰, 他計劃借故出兵剿滅珈琲、木星、沙紙和文拯，還部署了大量兵馬，候命隨時出擊。與此同時，珈琲、木星和沙紙正密謀搶Jimmy的地盤。倘若Jimmy真的不治, 東區勢將掀起腥風血雨。
伍寶冒險闖進敵對幫派沙紙地盤偵查元兇,幾經波折找到行兇車輛司機，伍寶嚴刑逼供, 此時張樺由泰國啟程回港,伍寶將在此兩個小時,與樺失去聯絡。
時至夜深，伍寶察覺週遭有異, 街頭異常死寂，巡邏警員驟然消失無蹤，東區彷彿進入「死靜」狀態。伍寶本想靜待樺姐回來主持大局…怎料，特警已在機場禁區守候。原來，五大幫派同墮圈套之中，所有一切早在警方掌握之內。
