明朝末年，海爺（任達華）從事非法買賣，以三不管的島嶼流嶼為據點，孿生姐妹白小雪（陳妍希飾）和白小霜（陳意涵飾）在跟著染上麻瘋的醫生父親流放過程中獲曾是紅牌歌妓的月娘（吳君如飾）所救，決定收養她們，在流嶼栽培成歌女。小雪個性單純、善良，憑著好歌喉成為花漾樓的紅牌歌女，充滿心機的小霜則靜待自己成名的機遇，並擔起保護兩姐妹的責任。花漾樓請來了樂師文秀（鄭元暢飾），他對小雪一見鍾情。同時，小霜與海爺的手下刀疤（言承旭飾）之間的兄弟情誼也開始慢慢演變成愛情……
