明朝萬曆年間，渤泥國獻上一隻奇珍異獸，錦衣衛封四海奉命成為御獸的馴獸師，期間發現御獸雖外形凶悍，但本性善良。不忍見牠成為戰場上的殺人武器，心生惻隱，放走了御獸。封四海為了愛情，為慘遭抄家的冷冰冰劫獄一同遠走高飛，無奈被東廠督主孫玉鶴的手下生擒。
孫玉鶴另一邊廂奉命捉拿宮中逃走的怪獸；與此同時，義軍少俠甄劍和師妹熊嬌嬌、俠女冷冰冰合謀聚集了一幫綠林好漢準備在花田驛劫取一筆價值不菲的官銀。誰料官銀不翼而飛，卻迎來了朝廷欽犯封四海、江湖浪子武柏……
更大的危機在於，武林上人人得而誅之的兇猛怪獸就在附近窺視著這一切……
