1930年的上海灘，俠盜蕭恩、歌女尹雪雁、女記者袁嘉怡、警長谷雄飛因一起凶殺案產生糾葛，旋即發現凶殺案背後隱藏著驚天秘密—— 黑暗中有股勢力，正配合日本情報組織“玄海社”，密謀盜取南遷的故宮國寶。在案件偵破過程中，險象環生，國寶幾次易手。蕭恩終於查出，那股勢力的幕後老板竟是谷雄飛的生父佟遠山。袁嘉怡愛上蕭恩卻苦無回應，暗戀嘉怡的谷雄飛受到父親蒙蔽，轉與蕭恩為敵，兩人勢同水火。蕭恩堅持追查，孰料揭開自己身世之謎。原來佟遠山在辛亥革命前夕叛變投敵，殺害了蕭恩的父親，革命勝利後他又竊取英雄之名。在名利的熊熊烈燄下，在上海的水泥森林裡，四個年輕人同樣面臨情感的抉擇、愛與恨的考驗。最後，他們用鮮血和生命保住了中華珍寶。
